I completely remembered the 18 month comment incorrectly is the reason for my inference to Freschfield's timeline. That is for correcting me.
But with regard to China production:
"Construction on both facilities will start in the third quarter of 2017."

It takes time to get building permits, construct, pass inspections, set up equipment, and commission equipment.
