The Monaco conference isn't just in Monaco, it actually starts on Monday in London. Tuesday looks to be more social in Monaco, and the majority of the business seems to be happening in Monaco on Wednesday. Here's a link:

I'm uncertain precisely when OWCP will be speaking, but I believe that some smart investors may choose to take an interest before the presentations.
Clearly this conference will be attended by Institutional investors who may agree to private placements with OWCP that will add to the corporate coffers, but do eventually dilute the stock. While personally I'd prefer the company doing an offering when the share price is dramatically higher, this would be far from the first company that takes the money when they can get it.
As long as the products being developed by 0WCP work, precisely how many shares are outstanding won't matter that much. If the products don't work, it won't matter if the share count is kept down, they'll be worthless.
