They actually don't expect it to happen, but it makes absolutely no sense to leave yourself wide open even if there's only a slight chance. That's like continuing to golf cause the black clouds in the distance don't seem that close and you only heard some distant rumbles of thunder. Two minutes later you're toast. Though inconvenient, heading off the course would've proven much smarter.
