The company can access the holders of shares, in fact the should already have a list.
Aside from PP group, rest of us own shares in "street name with a broker" or they own physical certificates.
If there are items requiring a proxy vote, if one is signed up to receive electronic communications, Fidelity for example sends the proxy to our email address. We then vote at proxyvote.com.
This being a pink vs OTCQB or OTCQX, I have never been notified from the company itself, even for the Dec 21, 2015 shm.
I believen all these things will be cleaned up in time.
I may have a typo or two, an an error in my understanding of things, but this is my take.
