Even though I disagree with the PR rationale - I do appreciate the discussion and putting it out there.
You know, I'm starting to see the logic/rationale behind the "no PRs until 2017" policy. $TPAC has SLAs and LAs in place but they won't go into effect until 2017 and there is no guarantee that they will until they actually do. If PRs were released when the SLAs/LAs were signed, followed by six months, or more, of silence, sometime between now and then, they would have been received by universal laughter and accusations that $TPAC is a scam and Bill is a crook working out of his mother's basement, charges that are leveled at most stinky pinkies.
I, now, can see the difference between "them" and "us." "They" are scams while "we" ($TPAC) is not.
IR has revised their policy in that up to two PRs will be released between now and 2017. Maybe they should revert to the original "no PRs until 2017" policy.
