Short of floating a secondary offering, the remaining shares can generally only enter (become issued and outstanding) the market through convertible debt instruments or through compensation payments to principles/employees. Compensation issues of stock usually have 144 restrictions.
The share structure here is known, having been revealed in the latest quarterly report. The float, or readily tradeable shares that could enter the market can be handily estimated and be relied upon as accurate.
