As a general statement yes, BUT as anyone can plainly see this is the FIRST time is was mentioned with the current site. They have always blame weather and rough seas for hampering operations, NEVER a lack of funding.
Further, per the permit and Florida statutes they are REQUIRED to notify the permit administrator in writing when there are changes in financial support. That could result in the permit being pulled.
And funding is down significantly. Read the filing.
They need $400K a year for operations per the application. Maybe they should fire the $60K plus per year IT guy since money is tight.
