If they want the pps to go up, a share buyback would help do that. In addition to getting current, putting out PR's, and growing their business, it would serve to give an extra boost to a stock that will already have momentum in the right direction.
An r/s will inflate the price temporarily, but only serve to drive it back down, as most investors lose confidence when companies r/s. And rightly so.
