The problem with the reporting is that long positions and short positions are not reported on the same basis. That change would make enormous inroads in cleaning up the system and eliminating much of the abusive naked shorting which is now so frequently practiced. It is not just the OTC or pink sheets btw it is all stocks on all boards, of course there is less risk abusively naked shorting on the OTC but be assured it is happening on all stocks and all exchanges.
I think reading this may prove helpful and it is encouraging to read that the SEC is looking at tightning up the reporting requirements on short positions.
