What else can say when is all black and white to you and you ignore the plain meaning of words? 'Surplus' or not, someone has to pay to purchase and distribute food to food banks/soup kitchens. I realize that acknowledging that the government actually spends money to support food banks and soup kitchens cuts against your grain, but it's a fact.

The products to be purchased include tart cherries, processed apples, cranberries, fresh tomatoes, wild blueberries, and raisins. This purchase will expand efforts to provide high-quality, wholesome, domestically-produced foods to support low-income families in need of emergency food assistance.
