West Virginia and Kentucky is coal. You ever been around big Sandy Creek...that's rough...real rough.
Blue states do not subsidize red states. That is a completely incorrect statement...and why the author uses the word "essentially".
But here is the biggest reality of such. What frequency is implied? Show me a chart or statistics for the past 50 years regarding federal aid to states. All I have seen is statistics within the last 4 years.

Notice New York and Vermont ... notice how the sample you supplied via the art is flawed via the frequency. Also note how things changed excluding Ole Miss...and Bama..et al
