I believe that is exactly what he's saying which leads me to believe he's a trader rather than a business investor. Anyone with a business mind knows that income recognition comes after R&D, and most often much later in years. For example, my father made a business decision that he never lived to see the effect of. I inherited the benefits of that business decision some 20 years later.
