The Immigration Bill passed by the Senate, and un-acted upon by the House, required that illegal immigrants come out of the shadows, pay fines and taxes, learn English and go to the 'end of the line' behind legal immigrants.....to become eligible for a Green card.
There is no assurance of citizenship for those with Green cards. it's a 'shot', and in this case all of the additional requirement for taxes, fines, learning English and a non-criminal record apply.
It also allocated more money for fencing, electronic fencing and border guards. Required E-verify be used by all employers too.
All that the House had to do was put the Bill on the floor for debate and 'reconciliation'...tweaks...and send it back to the Senate.
It required the votes of Republicans in the Senate for that Biil to pass.

The Senate on Thursday passed the landmark immigration reform and border security legislation with a 68-32 vote.
All 52 Democrats and two independent senators voted for the bill.
