Well, it's not a "shut down", per se, I think we all know that. But if you look at the logistics of it, there is a 6 week stretch from Thanksgiving until Christmas (December is a 5-week accounting month). One week is T-giving, one is X-mas, one is New Year's.

The fact is there's a LOT of time taken off during those dates, and oftentimes it's upper management and middle management, who are the ones that are necessary to sign off on docs.

So, no, not a literal "shut down", but any normal business other than retail is going to be grossly hampered during that 6-week stretch. When you add in that it's a government agency, it's only exacerbated.
