Things are different in Canada when it comes to suing and settlements. As an example in Canada you always get a judge and not a jury for medical malpractice. The settlements in Canada are a fraction of what is paid out in the US.The US medical lawsuits only benefit the lawyers and the plaintiff while doctors pay exorbitant malpractice insurance fees that get passed on to the patients.
Don't expect a judge to award a huge settlement for loses; at best Bill will be able to recover his operating loses. Unless there is a smoking gun and you can prove that someone was bribed you'll be hard pressed to get much out of HC.
I'm of the opinion HC have no other option but to give the license and move forward.
This of course is just my opinion and something completely different may happen.
