Is there a possibility that Baltia and the FAA are

Is there a possibility that Baltia and the FAA are working closely together to actually redesign the slide packaging (as in, for the entire industry) before deeming Baltia a pass and moving forward? Are they trying to find a solutions for not only an answer on Baltia's test, but to alleviate these problems for future testing with other airlines? If that is the case, or something similar, I could see how patience might be due.
