I don't think there is any hold up. I think it's a balancing act for NTEK.
The longer they wait to release new content and start the clock ticking, the longer that content will be around with the greatest number of 4K TVs sold and that means more eyes looking for content. Why load UF up now? Makes more sense to load her up in the 3rd QT, closer to Xmas.
The other part of the balancing act is cash coming in, revs or shares sold and cash going out and putting off yearly renewal fees as long as possible.
Assuming content is licensed for a year.
