Some people do not realize how companies work. The BOD's and the CEO meet to discuss future plans of action. The CEO implements what the BODs put forward. They are all involved with the actions of the company moving forward.
Putting a BOD member as CEO would not change anything as they are the same management team.
This is how companies work, maybe not at your fast food part time jobs, but you guys have to get a grip
