The buck stops with Heddle, since in a company of three people, the CEO should be expected to know what's going on. And if insider info is being leaked, it's at his command.

I suppose it's also possible that Heddle is clueless, hides in Hamilton running his real company, and doesn't know about the smb's. In that case it's some rogue dork, probably one of Bordynuik's shiftless relatives who was originally hired for some menial task that's still useful (security guard for the abandoned facilities?)
