Yes. The blame goes to the boogeymen who are so influential that they were able to drag PTOI's stock down 99% from it's high. But the boogeymen, rather than moving on to another target and deploying their amazing skills again, want that last 1% so badly that they will hang on to PTOI, living in constant fear and angst, shaking in their boots because they know PTOI will deliver, raking in $9 billion annually from the "planned" 2,500 sites and propelling the stock to what would be $900/share at a P/E of 10.
