I partially agree with you. However if a processor is capital intensive to PTOI, then PTOI will still have to sell the processor to a customer for at least what the processor cost to produce, which would make the processor just as capital intensive to a customer.

What it comes down to is the return on investment. There also, presumably PTOI could run a processor for the same return on investment as any customer might. For example, if the feedstock is free for a customer then it should be free for PTOI. If a customer benefits by not paying to landfill plastic then PTOI should benefit by taking the plastic along with the same fees that the customer normally pays to landfill the plastic.

The only real difference between PTOI running a processor and a customer running a processor is the cost of transporting the plastic feedstock. But there, material can be shipped a long way for very little cost. Those TV advertisements that say trains can ship a ton of material 450 miles using only a gallon of diesel are true. That cost is small.
