" Plastic recyclers also want those same plastics

So what your saying is that only 8% of the waste plastic generated is what everyone in the world is after? Does that mean that the 92% that goes to landfill is worthless and there is no way to get value from it? Or, maybe JB has figured out a way to convert this 92% of waste plastic, via a catalyst, and produce an in-spec fuel without competing for the waste plastic that others want? I am not a chemical engineer but I think that someone smarter than me can figure out how to separate oxygen, nitrogen and other compounds and produce valuable fuel. Hey, the chemical companies do it everyday with crude oil and shale gas.
I think, and its just my opinion, that JB was going down the wrong path by wanting to build and own all these plastic to oil sites and once he figured out, or should I say Heddle figured out that this would be too capital intensive, then the business plan changed and they decided to sell the equipment and catalyst to companies that wanted to get into the waste plastic recycling space.
