Maxine Waters is the long time African American Congresswoman from Los Angeles, CA. Gerald is obviously trying to get some help from her and Congressman Fattah: Funding, overcoming regulatory hurdles, reimbursement, etc. Gerald has met with Fattah before. He's making friends in very high places.
