with regards to the "be in by X date to get Y bene

I've been not in this exact situation before, but a similar situation. It's usually not as clear cut a time frame, but pre-announced, and normally makes the date a couple weeks prior as the date that counts. Meaning, whatever shares you hold on the day they announce completion of spinoff which might be announced say a month in advance, if you had them a couple weeks prior to spinoff completion, you're entitled, e.g. chairman blog announcing move april 1 to be completed april 30, long term holders get benefit. It will then be up to bankers etc who counts, which is likely holders as of somewhere between april 10 and 20th. Again, I don't know for sure, and there's probably lee way, but thats how it went down for me.
