JP you may mean MicroCap Products (funds) that are offered by investment firms, etc do not buy below .10 (even though some do) - but the term MicroCap which you have used multiple times has nothing to do with 10 cents, but rather the companies market capitalization.
Straight from the SEC - where does it say anything about MicroCaps and 10 cents?
