Belize could never have won with Treaty.
Plain and simple - Treaty didn't know how to explore for oil or even how to drill despite employing "3000 well" Steven Yorke, "rig owner not driller" Bill Hardin and "used car salesman turned Treaty Belize CEO" Brian Luczywo. So I agree that by Treaty being involved Belize didn't win either.
