As for the press releases, NTEK issued a press release for "The World's Fastest Indian" on UltraFlix, but it did nothing for the PPS. In hindsight, it might have been better to announce this title with the other recently announced titles in one press release. And, yes, it would have been even better to have issued the PR when the titles were actually available. Because I'm not on the inside, I can't tell you why NTEK makes many of the decisions it does. It could be that the execs felt pressured by investors to announce something quickly when they thought "The World's Fastest Indian" was ready for UltraFlix.
Also, some have suggested that the company is doing a soft launch of UltraFlix, perhaps to pilot it and make sure all the wrinkles are ironed out before the official launch at CES. I'm not sure if this is the case, but if it is, it would be understandable.
Having stated this, I agree that NTEK needs some help in the PR department. This would explain the copy editing/proofing mistakes in the latest shareholder letter and its less-than-stellar approach to press releases.
I also think some of it simply comes down to what was stated in the most recent shareholder letter—that they did not anticipate such a rapid market adoption of 4K TVs this holiday season. So, they might be focusing the majority of their attention at the moment on making sure everything works and is ready for primetime.
