Perhaps it would be better said that an 8K is needed for non believers to consider it real.
I myself believe it is real however do not expect an 8K until it becomes material by having money change hands and thus closing the deal.
If that has happened as of the time of the statement on the XOM site then I would expect an 8K soon.
