"Corporate Services otcqb co's are charged an annual new 10000 surcharge by otc/year as they reported many times since early 2014
and the following from otc's 10 q or 10k sounds like they are directly charging co's subscription fees"
The "companies" they are referring to that are being charged a fee are broker-dealers, sir. OTCMarkets lists those fees on their website as well.

Again, the "companies" that are being referred to is the broker-dealer companies. Publicly traded companies are not the only entities that are referred to as "companies". You're assuming that by saying "companies" they are referring to companies that are being traded. I assure you, they are not.
