Why did Richard Heddle via Heddle Marine just recently feel comfortable enough with PTO to loan them another million dollars?

Longs like me are not promoting this company, just talking about points of interest.
Now however, there are some that are a constant in stating only negatives about the company....why is that ? These folks are not shareholders in this company, but they have an unbelievable interest in the day to day operations of PTO.......so weird !!!!!
