For CEN the development permits would take in water, sewage, electrical, gas - all services they would have to apply to the town for. It is not with respect to anything at all. If this was a corn cannery, the company would have to apply to build the interior of the building, it would have to be to code, inspected, and so on and meet all the different requirements from sewage, to plumbing, to gas to electrical and so on. HC does not involve themselves in these issues only that the infrastructure meets their standards while the nitty gritty codes have to be satisfied to the towns requirements.
Part of the issue is the company did apply for a zoning amendment after finally figuring out they had to file for this after months of public denials (we have all correct zoning minus the fact it was also value added and thus restricted which is why where we are where we are today). That application was deemed deficient as mentioned in the September 23 council meeting. The development permit would be for the interiors.
