He tried again with another project but failed to get that through.
Those failures are likely why this situation has come to a head. Instead of going for the zoning amendment, why not wait and try to use lawful nonconforming? Good strategy except it relies upon first being given the license from Health Canada ahead of the adoption of the new amendments.
