The movie studio sight was zoned the same it is now, agricultural value added. He attempted to have the zoning changed twice on that property but failed.
Joe Byrne, though not an elected official, is a Director of WEEDC, and is also a director of CEN and Hemp Technologies, which may represent more of a conflict of interest than Bain.

Jim Shaaban built the pole barn (see permits) and added solar energy panels to the roof. He went on and on (without citing specifics) that big Hollywood money was behind this, a few projects already on the go, pumping electricity into the grid - held a big press conference with Tom Bain there, the head of Great Lakes Energy, the women who is a provincial liberal head (you may recall her name), and other bigshots. Everyone was welcoming, excited, but, poof,nothing happened. JS was going off about how big this was etc. etc. It fizzled out. The town did not grant the amendment. He tried again with another project but failed to get that through.

Those failures are likely why this situation has come to a head. Instead of going for the zoning amendment, why not wait and try to use lawful nonconforming? Good strategy except it relies upon first being given the license from Health Canada ahead of the adoption of the new amendments.
