As of the September 23 meeting it would appear as if the answer to your question would be no. The company first must give notice by way of information to nearby residents/businesses, internal and external agencies, and others with an interest, they are seeking a zoning amendment. Once that two week period of notice is over the town then begins to consider the application. Once it moves through council and arrives for the vote, only those in attendance at the meeting when the vote is held, and represent a pro or con point of view, are eligible to appear before the OMB after the mandatory 20 day period is over to speak as to why the OMB should approve or deny the towns decision. The OMB decision is final.
