I think it would depend on the type of partnership the engineering company wants. It might be more hands on than strictly a consulting agreement.

The pics were not taken at the NF facility. I've been there.
So they are either 4 & 5 finally seeing the light of day wherever they've been stored. This has always been a mystery to me. There was no room to store them at the NF facility. So where have they been?
Or they are 4 & 5 arriving at a customer facility for assembly. Perhaps that building they are sitting next to, which looks pretty new to me, is ready for them. That would be interesting as it would move timelines up. I was expecting any sale announcement to be followed by a "we're waiting for the site to be prepared" announcement. This would be an encouraging development.
The "they've been wrapped for storage" story is silly.
One more: they show the Flagship disassembled and arriving at a new location. This is the pessimistic guess. All sorts of bad would be associated with this development.
