Doubt that Tech. Engineers work in offices and visit fabrication shops, job sites, and vendors as needed. They don't have warehouse facilities, machine shops, or storage facilities. Makes sense, seeing that their business is about providing services, and as such they pay a salary and charge a consulting rate, That is how they make money. In addition to the salary to the employee, they have to pay overhead, which consists primarily of the employee's workstation, and floor space.
So why would they have storage, warehouses, or machine shops?
They communicate with their fab shops through specifications, drawings, and shop drawings.
They issue IFC packages to the site for construction and provide on-site services during construction.
Equipment travels from the vendor or the fab shop directly to the job site. That is why there is a natural demarcation between EP (Engineering/ Procurement) and CM (Construction Management) work. There are a ton of EP firms that just generate IFC packages in their area of expertise and make sure the equipment gets to the site.
