I sent the following email to Trina K. Fraser , the individual that did the presentation "Medical Marijuana in Canada: Weeding Through the Risks and Opportunities" posted on youtube. She email me a response back to day. Please read:

Tina,
I feel that you gave a great presentation on "Medical Marijuana in Canada: Weeding Through the Risks and Opportunities". It answered several questions I had regarding this new business space.
I am contacting you because I have a question that I would like to get answered. After viewing your presentation, I feel you are very qualified to provide the correct information.
My question is - After a facility receives it "Pre-license Inspection" from Health Canada, is the facility able to start growing medical marijuana or does the facility have to have the license in hand before growing?
Will Health Canada be able to grant additional MMPR licenses prior to February 2015 due to the current legal challenges facing MMPRs?

RESPONSE:
My understanding from speaking with other MMPR applicants is that after passing the pre-licence inspection you will be given a ‘ready to grow’ notice which will permit you to grow your first crop. Once the crop is harvested and packaged (but before any product is shipped to customers) a further inspection and testing of the harvest will take place and if this is passed then a licence will issue and you will be permitted to ship.
I am not aware of any reasons why HC couldn’t continue to issue licences (and in fact they did recently issue another one) but I do not know whether the litigation and other matters are having any effect on HC’s attitude or policies about when and how many licences to issue. We are all in the dark about this.
