Optimal plastic still means optimal WASTE plastic that is optimal landfill-bound TRASH that is optimal for PTOI's processor. It's not optimal for reuse or recycling. This is the stuff worth $800/ton. It's optimal trash that companies currently throw in the garbage.
What is "clearly spelled out in the filings" is that the "optimal plastic" they have purchased was waste plastic from companies who normally pay to throw it in the trash. Those producers of optimal waste plastic who normally pay to throw it in the trash be may interested in turning their trash into fuel at a cost of $10 per barrel while maintaining a green image.

Like I said, lets wait to see what Heddle's engineering company determines. The only person I have to satisfy with my choice to invest or not is myself. Your opinions mean squat to me especially since, as you say, you are not an investor and are only interested in exposing scam companies. Ya right!! There has been some speculation from others as to your motivation and I would tend to believe them more so than you.
