dont know how deep colonet would be but its not a port yet so any loading would have to be via permitted ship loading permit
mexico is too poor to build it and there were, inter alia, concerns about chinese monopoly of ports, as china was the only one who offered to put up money for the project
which would also require a railroad -mex cant even afford a railroad or a nat gas pipeline from the border to ensenada
