Alternatively, Dr. Apel could give information to lawful authorities through the SEC Whistleblower program. The Whistleblower can choose to identify himself or can proceed anonymously via his attorney. In either case, it's all highly confidential.There is a minimum award of 10% of the SEC sanction under this program, and the percentage can be increased if certain conditions are met. If Apel chooses this route, it's important he act quickly to stake a claim. (Finra has a whistleblower program, too, but Finra is a part of the industry it's supposed to regulate and not the better choice.)
