you're claiming that the filing states that they are adding 2 billion shares, nonsense, there is nothing that says that in that filing, you just can't read or make it up as you go along...

That's part of the process. The company must register its name within its Secretary of State (SOS) that it intends to have as it corporate domicile before any FINRA approval is granted to change the name. It's part of the process which is why INCC had to take such step first. This is them making sure they keep the cart behind the horse. Myself and I am sure many others here too have seen many name changes with many different stocks over the years who can attest to what I am saying. It’s one of the items on the checklist that FINRA requires you to do with the SOS before they approve you.
Also, technically speaking, it doesn’t say that they are adding 2 Billion shares within the Colorado (CO) SOS as you have stated. It actually says…

They are actually reducing its AS down from 8.9 Billion shares to the 2 Billion shares. This reduction of 6.9 Billion shares taking the AS down to 2 Billion shares is another huge reduction. Anyone that have been watching INCC over the past year or so should clearly see that INCC trades like a low floater as if zero dilution exists. The way it trades confirms both the huge AS & OS Reductions.
Also, with your other thoughts, INCC is in the process of a name, ticker, and cusip# change from International Consolidated Companies, Inc. to Medical Cannabis Holdings, Inc. This was PR-ed a while back. Since Medical Cannabis Holdings, Inc. is new to the CO SOS database, there is nothing to increase or decrease which is why you won't see anything mentioning to lower the AS. That's why it is worded as I have shown in the paragraph above in bold indicating that the form stated the company is authorized to issue 2 Billion shares.
INCC is listed as International Consolidated Companies, Inc. within the Florida (FL) SOS database which will eventually become inactive as the new domicile is recognized within the CO SOS database under its new name Medical Cannabis Holdings, Inc. They simply tell the CO SOS what they desire the AS to be which is the 2 Billion shares that was indicated. INCC is changing their corporate domicile from being registered within the state of Florida to being registered within the state of Colorado. I have seen companies do this often. It is correct with the way how they are doing such.
Actually, what’s key to trigger the legitimacy of the CO SOS entity under Medical Cannabis Holdings, Inc. is going to be when we see ”official” confirmation that the 3 Billion shares are retired. This is why the Sep 1, 2014 date is so important. This is the impact date that INCC has given itself to have such completed at the latest. This gives them enough time to make sure the 3 Billion shares have been retired/cancelled to reduce the Outstanding Shares (OS) down to some number under 2 Billion shares to fit what is filed within the CO SOS. I’m expecting an update on this soon since the company ”officially” informed the public that the shares are now at the Transfer Agent waiting to be retired/cancelled.
The document has been submitted to the CO SOS indicating that the new AS will be 2 Billion shares; effective on Sep 1, 2014. That date is tentative, but I suspect that it won’t change of they retire the 3 Billion shares. They can change the date if need be at their own discretion. I’m sure they have been in contact with FINRA so I’m guessing that such is the date too that they anticipate such to be approved too by FINRA at the latest. As for any approval from the CO SOS, the approval is basically a formality to indicate the official amount of what the AS is to be as not any of the SOS' within the US have any jurisdiction to dictate the amount of an AS to be for a company... they are told what the amount of the AS is to be. This is why you always see such to be approved by any company regardless of the amount being requested. I hope this helps.

This week and next will bode well for those invested with INCC. The uptrend for weeks shows the confidence from the shareholder towards the company. The 3.4 million bid @ .0125 on Friday shows the outside investors have taken notice and realize INCC is on the verge of a huge run. IMO glty and happy trading...bgt

We have all been up day and night posting making this board what it is today...NO. 1. We are all excited, tired, pumped, interested, curious about the next move/moves. I believe this week will be epic for INCC and hope our "Miracle" team can remember who we are and where we are going. UP INCC!!!
