I am not sure what you are driving at in this post, but the intent of the SAIC Summary is right in the opening paragraph:
"JBI agreed that we would conduct our work and our review of the PlastictoOil technology from the perspective of an Independent Engineer for a project investor, who might be choosing to invest in a new, prospective project located in Jacksonville, Florida..."
The whale investors contributed $10 Million through a PIPE. The value of the plant is 9 Million. The numbers are too close to be a coincidence.
The PIPE investors thought their money was going to this new hugely profitable plant in Florida, not to day-to-day operations (SG&A) and more plant , experimental and not meeting the expectations, in NF. They were misled, and badly.
The only explanation that I can think of is that the whales were not directly involved. They have so much money that they would not notice it. Perhaps it was marketed to them through some kind of environmental group or other as a worthy cause.
