People do not own shorted shares.
The shares of any company that are in your account are shares you bought and earn.
A shorter opens a short account with a broker and shorts as many as he wishes up to the float at the price that they agree on.
There are 55,000 shares of TelVue in the float. That means that there can be 55,000 shorted legally.
If the share rice goes down the shorter buys at market and pays back the shares.
Not this time.
