Normally, the goverment or grantor comes up with the field of interest they want to fund, so unless testing of soldiers is on the government list, there would be no grant available. They do not grant open ended grants based on what researchers want to study. They can lobby for that, so next fiscal year's grant funding includes testing on their grant list, but then you would still have to win the grant.
Also, re:grants, unless the grant is sizeable, there are many reporting requirements, quarterly reports usually,where certain costs are not allowed, along with information sharing that companies may not want to be involved with. A grant for under 1 million for a large company would not be worth the effort, a small comany would be interested as long as they go along with the idea sharing. Also, many grants are matching fund grants, meaning for every dollar that is granted, the government has to put up the same.
This is where AMBS is, they may not want to invest in report writing for another agency where those reports share data they do not want exposed. Also, the matching fund requirement and reports writing are burdonsome.
