"L2 legit Bids are those that meet minimum size requirements for quotation, if one cannot afford the whole 5000 shares to place a Bid there will be no display on the NBBO and left to the specific broker to internalize the order.
This turd of a company dropped a bomb on shareholders, failed to report they had damaged equipment and not operating for 6 months, shareholders sold on the news as it was disastrous. Further the company has sold nothing, no machine sales and clearly has no production any longer along with no cash to fix the issue and projects 3 quarters of the year without money to fix the issue.
The stock tanked on the 10K accordingly and people exited their position, as there is nothing good as many had speculated for months now.
