I am only guessing but either HIMR had no permit two months ago (I believe they did) or they were blindsided with a last minute "permit" unknown to them. This could be just coincidence or perhaps it was outside entities calling in a favor and not playing nice (Alana Husby....right Beliceno
I can tell you coming from a "2nd world country" that with the exception on North America and Western Europe there is nothing fluid about any system when it comes to local governments and persons of power. An envelop with some cash can make things happen, I think this permitting issue will be resolved fairly quickly.
