To answer your question, IMO, North Cal would have had to done their due diligence in making sure that HIMR is a real, viable business, they would have seen enough evidence suggesting a viable concession and perhaps took some risk in associating with HIMR to lock in those "early partnership discounts", I don't think North Cal had any reason to ask or look for more permitting. Just something that might have slipped though the cracks.
If it wasn't for North Cal I would have probably pulled the proverbial plug on this investment a little while ago. No doubt that those PRs from March and earlier were over promised and hugely under-delivered which is very frustrating. The, I guess, good news is that HIMR has a history of this type of behavior. I just hope between Peter and Sheldon they have enough talent to make this happen. This last PR was pretty much a "hey we are alive and well but yet again need more time to get this operation started". Yes, it's shitty to hear but I guess it's better than no news.
