But there is a Bi-lateral agreement. The St. Pete Airport can supply all the DD it wants, it cannot negotiate against the Bi-Lateral agreement. Plus those airline may not see enough profitability in those routes to commit to them, especially if there are 2 carriers and Baltia is the other one....
