There is something else in that fence picture that

There is something else in that fence picture that is interesting... The meter for electrical and whatever that big box is to the right of the meters. People (bashers) on other boards have questioned where the electric is. I'm not an electrician. What is the larger box to the right of the meters? Maybe somebody more versed can explain what's on the wall electric wise.
