To be on the safe side and from what I can detect in the photo, it would be
a safer bet to post (the fence is currently being erected not the fence is up)
that would imply that it's completed. Only because if you look in the background
of the photo you can clearly see that they have bundles of chain link stacked up.
It's hard to tell, considering there's only the one photo. Just a thought and just my
two cents.
