The disconnect between current PPS and the true va

The disconnect between current PPS and the true value PPS some are espousing is extraordinary. Not to mention Red 75% of the last month's trading days. "Manipulation" they say. Maybe I missed it but I really wish someone would explain simply Who's doing it? Why they're doing it? And how long they're likely to keep doing it? Just this and nothing more.
This situation of continued price dropping in the face of continued great news is so counter intuitive it boggles the mind. We know the OTC is a sketchy platform but does anyone have a precedent they can share re: some other company that had the same experience? Knowing this might put some of us at ease. I doubt Martin should address this directly for fear of MM retribution. I seem to remember some mention of complaining to the SEC about it similar to the complaint about bashers, which for my money is far, far less important then this PPS disconnect.
